General Overview		Declan is a very easygoing person who believes that minor failures are nothing to beat one's self up about and he often sees them as a chance to improve himself. Deke is also very outgoing, taking on extra projects on his off duty time. It is also rare to see Declan outwardly angry as he tosses his turmoil aside and tries to find the positive in every situation.
Strengths		Declan's humor and ability to add levity to any tends to be a strength that allows him to cope under pressure. Often, Declan's mouth tends to get the better of him, often making an enemy of many commanding officers due to his unmitigated candor. This could be considered both a strength and weakness.

Declan Caetano was born in Aviano, Italy on November Second, 2358 to Chief Warrant Officer Four Socrata Caetano a tough as nails Navigation Officer who did not tolerate mistakes and had even less of a tolerance for humor, for in her opinion it got people killed. From an early age, Declan was a joker, often playing jokes on his mother who made him pay dearly for it. As he grew older, his dedication to the pursuit of humor grew and earned him a reputation as the class clown. This belied Declan's academic brilliance. In 2375, Declan graduated Cairns Secondary School and began the application process for Starfleet Academy, class of 2379. After being initially accepted, Declan reported for duty at Starfleet Academy, Starfleet Academy Campus and selected Navigation and Flight Control Applications as his major with a minor in Tactical Theory. Graduating in 2379, Declan was assigned as a Helm Officer onboard the USS Decatur which was deployed to the Romulan Neutral Zone in the wake of the Shinzon Incident. In 2380, Declan was reassigned to the USS Hammersley, a Defiant Class vessel on patrol duties near Deep Space Six in the Rentara Sector as an Auxiliary Tactical Officer. It was here that Declan had his first experience with the brutality of pirates, taking part in the successful capture of three during his tour. Declan also took part in Operation PROVIDE HOPE, where Hammersley provided emergency supplies to Rentara III in the wake of devastating solar storms that had struck several colonies. In 2383, Declan was reassigned as a Student Liaison Officer at Starfleet Training Command- Flight Control Division on Starbase 201 where he supervised advanced training for enlisted flight controller students. After five years, Deke requested rotation to a shipboard assignment and was granted the position of Chief Helm Control Officer aboard Pre-Commissioning Unit Arizona.
